Foreigners can enter Vietnam if they have a valid passport or international travel document and a visa. For those entering under unilateral visa exemption, the passport must be valid for at least 6 months and there must be at least 30 days between the previous exit from Vietnam and the current entry.

A visa is a document issued by a competent Vietnamese authority that allows foreigners to enter Vietnam. To obtain a visa, the following conditions must be met:

  • Possess a passport or an international travel document.
  • Have an inviting or sponsoring agency, organization, or individual in Vietnam, except in cases stipulated by law.
  • Not fall into categories of individuals not allowed entry.

Note: For the following cases, visa applicants must provide documents proving the purpose of entry:

  • Foreigners coming for investment must provide documents proving investment in Vietnam according to the Investment Law.
  • Foreigners practicing law in Vietnam must have a practicing license according to the Law on Lawyers.
  • Foreigners coming to work must have a work permit according to the Labor Code.
  • Foreigners coming for study must have an acceptance letter from a Vietnamese educational institution or facility.

Cases that a Visa Will Not Be Issued

Some cases where foreigners may not be granted entry into Vietnam include:

  • Not meeting entry conditions.
  • Children under 14 years old without a parent, guardian, or authorized person accompanying them.
  • Forgery or false statements to obtain documents for entry, exit, or residence.
  • Individuals with mental illnesses or infectious diseases that pose a danger to public health.
  • Expelled from Vietnam within 3 years from the effective date of the expulsion decision.
  • Required to leave Vietnam within 6 months from the effective date of the deportation decision.
  • Due to epidemic prevention and control reasons.
  • Due to natural disasters.
  • Due to national defense, security, order, and social safety reasons.

Cases Eligible for Visa Exemption

Currently, Vietnam exempts visas for certain cases such as:

  • According to the provisions of international treaties to which Vietnam is a member. For foreigners entering Vietnam under international treaties to which Vietnam is a member but do not have a commercial presence or partner in Vietnam, they must still apply for a visa;
  • Using a permanent residence card or temporary residence card in accordance with Vietnamese law;
  • Foreigners entering border gate economic zones, special administrative-economic units. Entering coastal economic zones decided by the Government when meeting the following conditions: having an international airport; having a separate space; having defined geographical boundaries, separated from the mainland; consistent with socio-economic development policies and not harming Vietnam’s national defense, security, public order, and social safety.
  • Overseas Vietnamese who hold passports or international travel documents issued by competent foreign authorities and their foreign spouses and children; foreigners who are spouses, children of Vietnamese citizens are exempt from visas according to Government regulations.

Unilateral Visa Exemption.

In addition to the cases mentioned above, there is also the case of unilateral visa exemption. The decision for unilateral visa exemption for citizens of a country must meet the following conditions:

  • Have diplomatic relations with Vietnam;
  • Be consistent with Vietnam’s socio-economic development and foreign policy at each period;
  • Not harm Vietnam’s national defense, security, public order, and social safety.

The unilateral visa exemption decision is valid for no more than 5 years and is subject to renewal. The unilateral visa exemption decision will be revoked if the conditions are not met.

As of February 16, 2024, Vietnam unilaterally exempts visas for citizens of 13 countries, including: Russia, Japan, South Korea, Norway, Finland, Denmark, Sweden, the United Kingdom, France, Germany, Spain, Italy, Belarus, and ASEAN Secretariat officials. This unilateral visa exemption policy is valid until March 14, 2025.

Vietnam exempts visas for foreigners entering from abroad into Phu Quoc with a stay duration of 30 days; this applies even if they transit through an international border gate of Vietnam (including air and sea routes) and then continue to Phu Quoc Island.
